Who counts as a seat?

A seat is a person who committed or delegated to an agent in the last 90 days. People who only read Briefs are free. Bots and agents never count, and one person with several accounts counts once.

Do I commit to a number of seats on a yearly plan?

No. A yearly plan starts with the seats active when you subscribe. Each quarter, seats added since are billed for the rest of the year. The count never goes down mid-term.

What does Waltz read from our code?

It analyzes each repository in a short-lived runner and keeps derived facts and short cited excerpts. Source code is never stored.

Does Waltz rate individual engineers?

No. Briefs describe systems and teams, never how skilled a person is. Whether people are named at all is your setting.
